When we use Create a manual metric definition, there is no option for creating qualitative definition for Key risk indicators.
It is only available for Key performance Indicator. Is it OOB functionality of ServiceNow that qualitative available only for KPI metric definition.

Yes. Qualitative metrics have not been enabled for KRIs.
