Is there a way to create a risk event response template just based on entity?

Dear experts,

Is there a way for me to create a risk event response template just based on the entity without having to have a specific category? 

goal:

entity = Finance

category = <All>

expecting for when user log in risk event with entity finance regardless of the category selected, the event risk response template will trigger. Is this even possible? All help are appreciated. Thank you in advance

what if i want to add more fields like adding region field and intending to trigger based on category,entity and region? Is that a possibility? much appreciated
