Managing Issue: Moving from New to Analyze

In PDI instance: newly created issue, and available buttons are Discuss, Follow, Update, and Delete. Regardless of which user is impersonated, I am not seeing any other buttons. How is issue moved from New to Analyze to Respond?
All fields are filled in, even the remediation task created. I cannot figure out if anything else is needed, to get additional buttons: submit, submit for review, request additional information, etc.

If the PDI has not been modified, there should be a State Field with drop-down options to move within states.
Here is my PDI. Notiice the State Field under the Review chevron and across from the Number Field.

So 'managing' the issue does not move it from a state to state? Do all users have the access to move it through the cycle by updating the state field then?
In real life when I manage issues, providing information / reviewing / approving / submitting, is what moves the record through the life cycle. Might be this PDI instance is a bare bones that can be customized to do such things. Thanks!

This is the way as it is Out of The Box. All users will have the ability to change the State field. If you're good at Development, you can configure UI Action buttons available to specific Users at certain states. I have seen this done at some implementations.
As always, you can submit an Idea for the UI Action buttons to replace the State field.
