No common control provider exists for the selected control objective error message

Hello All, this is pretty urgent
I'm having some difficulty understanding why this isn't working. When I'm in an authorization package record and go to the baseline controls tab and select a control objective and then press 'Inherit from Provider' I get the error message (No common control provider exists for the selected control objective). In my demo instance when the Organizational guidance is common and Common control provider is false, I get the popup to select a common control, but in my test instance for client, this is not working. Is there certain specific I should be doing to get this to work properly? I have not done any configurations to change any functionality.
AC-14 has error message
AC-1 I was able to see this popup to select common control.
Any help is appreciated

Hello,
I see that in the above case, you are on the authorization package "Corporate 2" and want to inherit the control "AC-14."
To do this, you need another authorization package in the same instance where the "AC-2" control is implemented and marked as Common Control Provider = True. Only then can it be inherited by other packages. If there is no existing package where "AC-2" is implemented and marked as a common control provider, you will encounter an error.
Regarding "AC-1," you are seeing the popup because there must be at least one other package where "AC-1" is implemented and marked as a common control provider.
