OOTB UI Action Label Differs across instances for NEW Engagement

We are seeing an inconsistent behavior across two ServiceNow instance for the same OOTB functionality.
When attempting to create a New Engagement, the UI actions displayed at the top of the page differ between instances.  In one instance, it shows ' Validate' , whereas in other instance, it is displayed as 'Validate and Plan'.

Key point:

1.Plugin versions are exactly the same in both instances. 

2.No customizations on the UI action (OOTB)

Question: Is this behavior controlled by any system property or instance level configuration? 
Any guidance or pointers would be appreciated.

Hi @magotraA,

 

The reason for this is the different patch version of the instance; usually this has been observed in various cases where the version is the same but the patch version is different for the same versions.

 

I suggest you look after this scenario; I hope this is the culprit.

You can find this by using stats.do in the app navigator.
