Reference fields dependency

How to set one dependent field on another. Like we have 'class' field and another is 'sub-class' but subclass field should be dependent on the class field. These two fields are reference type and also we have tried the option of the dependency from the field dictionary but it is not working.

So basically I am using risk framework, risk statement and risk field in some table. these all three fields are from the Risk Framework. So risk should depend on statement and statement must depend on framework. I have set the dependent field in dictionary of statement as framework and statement in risk field dictionary. For risk it is working fine it is dependent on statement but for statement it is not working.It is not becoming depend on the framework even I have selected the dependent field as framework.
