Understand License model on BCM lite

Greetings All,

We are looking to buy BCM licenses , but I want to understand how BCM lite operator licenses work.

I have gone through the official documentation but it does not resolve my query.

My query is :

when a Disaster plan is executed and tasks are assigned to different users does all these users who gets the task assigned need to get licensed purchased for ? 

for example : there is a disaster (hurricane) >> multiple tasks are generated (turn off servers, turn off power) >> users getting these tasks , should we purchase license each person going to be working on the task ?

OK, as per the second diagramme above, if someone is working on the Update Recovery Tasks, they need a BCM Lite Operator licence. NB: Creation of tasks will require a full Operator licence
