Hi
never heard anything about an operator license. Basically ServiceNow distinguishes between the user types "requester", "fulfiller", "administrator" and "business stakeholder"
But I recommend having a discussion with your ServiceNow sales rep, as licensing is like rocket science.

IRM offers Operator licenses which are similar to Fullfiller for other modules.
Any user who interacts in any way, shape, or form with a GRC record needs to have an Operator license.

The all user license for IRM requires that any user on the sys_user table hold a license.
The Operator model gives all IRM roles / rights to specific users. Compliance is that any user that made any interaction with any GRC records requires a license for his sys_user. This is described in the Pricing and Packaging document on the partner partner portal.
