Archive Rule Not Working to Rearchive Assets

Hello,
I have created an archive rule to archive certain computer records that meet our criteria. The record estimate returns an exact match on my query and I believe everything has been configured correctly. The records I am trying to archive have been restored from a previous user's archive rule and I think something is preventing them from being rearchived. I have made auto rearchive true, which I thought got around this but it doesn't seem to be working. I know I can write a script, but I would like to understand why this isn't working. Any information would be helpful.
