Whenever I create stanadard change, 2 initial tasks gets created automatically just after the CR submittion.
Till this time no workflow is attached to the change.
please suggest where i can find the configuration of such tasks

Those tasks must be created from the standard change template. Please check the respective standard change template.
Open the template, under "Standard Change task template" related list you can see the CTASK configuraion.

When you submit a Standard Change and two initial tasks are created even before a workflow is attached, this behavior is typically driven by the Standard Change Template.
Where to Check the Configuration:
1. Change Request Template
- Navigate to: change > standard change > All Templates
- Look for a template associated with your Standard Change type.
- Open the template and check the "Change Tasks" tab.
- You’ll likely find the two tasks predefined here.
- These tasks are automatically created when the template is applied.
