Save and submit button is not showing in hardware form

After upgrade to washington DC save and Submit is not showing in the hardware form even though user has asset and asset manager roles which allow to create hardware,and also user not able to create a new record getting error as "action not authorized".

Please advice her what happened after washington dc.

Visibility of UI actions often depends on permissions of the current user. Most probably, some ACLs have changed in Washington. Check the conditions in the UI actions to find out why they are not displayed.
