Activity Stream @Mention Email notification is not triggering for HR cases for all the instance user

Activity Stream @Mention Email notification is not triggering for all the instance users when I mention in HR case comment or worknotes. It only triggers when I add a user in any HR group. For Incident or HR tasks it is triggering for all the users.
