Hello
I would like to configure workflow when employee submit a service request.
Before HR agent start working, the service needs to get confirmation of subject person manager.
I can add the step of manager confirmation with using Service Activity functionality but I am thinking which approval or task is good in this case.
Is there any definition of Approval and Task or any best practice, guidelines in which case we should use Approvals?

What is the purpose of the manager's confirmation? Is it to say yes or no to the employee being able to do/have something and based on their answer a different outcome happens? If so, then I'd recommend using Approval and defining what happens if the manager says yes (ex: the case get assigned to a group) or no (ex: the case gets cancelled)
If the manager just needs to acknowledge that the employee has asked for something you could use a Task with a Task type of Mark When Complete or Checklist.
