It appears that the user does not have the correct permissions. For Issue 1, it could be that there are no document types associated to that HR Service and conditions were removed from the UI Action so the Move Attachments UI Action is still displaying.
Were you able to resolve this? If not, I recommend creating a Support case to investigate further.

Just watched this and found it very helpful! We have purchased this product and are pre-implementation.
Question: We see how HR agents and employees use this but what about employee managers? Example used was discipline and that is typically something the manager is part of. We are trying to eliminate the HR personnel file but also the leader's paper file.
Likewise: You mention Legal having access. Do you mean an HR Legal team or a Corp (non-HR) legal team? If Corp, how would we give those employees access?
