Editable PDF Forms in ServiceNow HRSD Employee Relations

Hi Experts,

We have a requirement to generate an editable PDF within ServiceNow HRSD (Employee Relations).

We have already configured the PDF to auto-populate data from the user record. However, the document contains several conditional sections (if/else scenarios) where the fulfiller may need to remove or modify content that is not applicable to a particular case.

In addition, once the PDF has been reviewed and edited by the fulfiller, it needs to go through a manager approval process before it can be finalised.

As a potential workaround, we considered using fillable text fields and placing the conditional content inside those fields. However, we are concerned that the document layout and formatting may become inconsistent when content is added or removed, which could impact the professional appearance of the letter.

Has anyone implemented a similar solution in ServiceNow HRSD? What would be the recommended approach to manage conditional content in an editable document while maintaining a consistent format and supporting an approval workflow?

Any guidance, best practices, or examples would be greatly appreciated.
