Enable NEXT EXPERIENCE in Vancouver release

We have an issue while enabling Next Experience in the instance globally. We already enabled "glide.ui.polaris.experience" Property but not able to turn on the now experience.

There is a Dashboard on the instance home page. We tried to reset the property several times.
