How to shows a language based on the user location in language widget

Is anyone help me how to add a Spain and Portugues language in language widget dropdown. In default it showing English language. Based on the user location, Spain and Portugues language need to be visible in the language dropdown.  I have updated the Spain language in global language widget. But it shows for every user. Is anyone help me how to achieve this. Here I have attached a language widget.
