Look at the bottom of the article and the answer is there:

"Note: Tables are where cases get created. Creating a COE means creating a table that extends the HR Case [sn_hr_core_case] table."

Hope that answers your question.

We are having new Hr services to create in new COEs? Which is the best practice to do that? is it to map the HR service to the existing COEs? or create new COE and map it to that? What and all things we have to consider while creating new COE?

Well that depends of your services. 

In theory you should map your services to the existing COEs, but that only works if the current COEs match your services. (difficult for me to make a judgement, it is an entreprise/company call)

If you were to create new COEs, you will need to manage the forms, ACLs, form behaviour etc... So based on your current configuration, it can be little or a lot of work.
