They select the 'Comments' feature but the box shows yellow like a private work note and the button to submit it belongs to the private work note. They have to click out of the Comment and back into the Comment to get it to work. If they don't pay attention, they will post a private note instead of a public comment. Please research why that might be happening.

That looks like a system issue. As you are showing as having 'Comments' highlighted at the top, but your typing space shows as if it is Work Notes and then you also have the UI Action to post work notes.
When did this issue start? Was it after a recent upgrade/plugin install or upgrade?
Unless you did some custom work to change these things, it looks like this is an OOTB issue and should be raised through a SN HI Support Ticket.
