User unable to see Topic in HR core

Hello,
A certain user is unable to see a topic created in HR core. We have a situation where two parent topics are created in 2 different scopes 1 is custom and 1 is Human Resource : core
He is able to see everything in Custom scope, however is unable to view topic created under HR even though everything else is same. This is backend, he is able to view topics in the portal as well but needs to add connected content so should be able to view from backend as well.
Can anybody help? @Ankur Bawiskar

@Singh3 does the user have the HR Employee role (sn_hr_core.hrsm_employee)?

No, the user does not

Even if I give the user the role, he is still unable to view the topic present.
