Trying to figure out a way to make a P3 - High but not sure on the selection/adding of choice to make
looking for ideas:
What if I just added in a selection to be:
Impact: 3- Medium <-- add in this as a new selection
Urgency: 1- High
Priority = P3 High
What other selection could I use for it to be P3-High

If you are not able to change the OOBT matrix, then i would suggest you to make custom impact, priority and urgency and use the priority look up tool to establish relationship between them.
e.g.: make new impact - "1.5 -Moderately High" and urgency - "1.5 -Moderately High" and use this 2 to establish relationship to P3-high priority.

What do you mean by P3-High? Do you want to add any choice to Priority field?
1-Critical, 2-High, 3-Moderate, 4-Low - These are 4 OOTB choice of Priority field.

Please go to : All > System Policy > Rules > Priority Lookup Rules, edit the priority based on impact and urgency.
Also, to edit P3-moderate to P3-High you can add a new priority / edit the OOTB in sys_choice_list table.

Would adding in P3-Moderate be the best choice what you put for a selection for impact and urgency to make a priority to P3 - High
would it not look off?
