How to change the default catalog for interaction (agent workspace)

We are looking to make some modifications to the OOB actions related to Agent Workspace.

Once of those actions is when a service desk agent is on an incident in this view, and clicks the workspace form button of "Create Request", it defaults to the Service Catalog.

 

We would like to change that default to a built catalog that contains all items, not just those items we put in the Service Catalog.  The built catalog name is All Catalog Items.

 

Is this possible and if so where do I make the change?  I looked at UI actions under both the Interaction table and Incident table for the Agent Workshop but the script is unclear.
