If an incident is created in one instance, it should automatically be created in the other instance. Similarly, if the incident is updated in one instance, it should also be updated in the other instance.

You can either use Remote instance spoke or create an eBonding scripts using Business Rule and table API

We have OOB plugin called Instance Data Replication (IDR), you can try exploring this option instead of any custom API.
