Remove new_call from being used to help adopt interaction usage.

We have moved to using interactions, as calls are depreciated. We have a few users that are not wanting to adopt the new interactions. Is there a way to uninstall new_calls, or block from all but admins?

We use CTI, and it triggers a "call pop" when service desk receives an incoming call. If we could disable this business rule or script that triggers it, that would take care of the issue too.
