Service catalog task

 I would like to have right to create a new catalog task.  This is complete when only the service desk member is able to create new task.

How to achieve this scenario?

I see both the button i.e Global (new) button and the one (new) button which i am creating with the UI action.  And with the new button i am not able to create catalog task manually.

Make sure you override the correct UI action or hide. There are many New button so please check and update accordingly.

usually catalog tasks are created as part of process either via workflow or flow designer.

I haven't seen a case in past where agent creates the catalog task manually

Yeah, i agreed with you but have to achieve this scenario i.e Ability to generate a manual catalog task.
