Why you changing the password?
Did you changed the password which is created while getting the new instance?

I was working on ACL and then was trying to impersonate as different user. Mainly my admin page i am not able to login even with the mention password on the instance starting page next to maintain instance

navigate to https://developer.servicenow.com/dev.do#! and click the "Start building" button:
What happens then?
ALso, you replied that you created a case, but for PDIs there's no support, so nobody will be able to help you.
Do you have there any configurations and/or data that you don't want to lose?
- If yes, then continue trying,
- If no, release this instance and request a new one right after that..
- to release: https://developer.servicenow.com/dev.do#!/manage-instance
- click Actions > Release instance
