users are facing issue whenever they are trying to resolve the ticket

User's are unable to resolve some incident as getting attached error. Tried to close same incident 2-3 times but same error. It will work after 4-5 attempt. All mandatory field are already filled.
Issue is not reproducing in lower instances.

process of resolving incident:
>>Knowledge result >> Opening templates >> Apply template >> state : resolved >> add additional comments and resolution code >> Save

Error faced: Data policy exception: the following fields are mandatory: Resolution Notes

We've checked all mandatory fields were filled, checked data policy which is working on ticket there was no issue data policy.
