What are the available options for automating incident to major incidents by trends?

Hello,

 

I am doing research for an upcoming task for Incident Management to automate promoting them to Major Incident by trends found in open incidents. 

 

1. Automate analyzing open incidents.

2. Detect trends from the analyzed incidents to open a Major Incident.

3. Add all Incidents of the same type as child tickets to that Major Incident

 

Any suggestions or directions would be most welcome, so I have an idea of where I would need to start.
