It's used for building the application.To build an application we need to specify the Data -- Table , Different experiences you need for that application can be mobile / web . Post we will specify the automation aspects if any . Advantages of app engine is you will get default templates for some of the solutions and development is mostly no code and easy migration.

We can do the same thing by using normal studio right? then what is the difference? and in that app engine will have business rules?workflows? same thing or else completely different?

Can be achieved with studio as well but app engine studio provide more flexbility for developing the apps , improved user experience ,pre defined templates etc.., for more information refer the docs.

The major purpose it for mon technical people to start building apps in Servicenow as Servicenow projects itself as no code/low code platform
