AWS Route 53 / Public DNS - Relationships

Our web services team would like to be able to use "AWS Route 53" (or) "Public DNS" as a CI when bringing in new Public DNS records to our environment. Existing DNS record changes would use the direct CI, but when the CI doesn't exist yet, we want to be able to use Route 53 / Public DNS.
We do have cloud discovery setup for AWS, so all of the DNS Aliases and Names exist.
My question is -- what is the best practice for creating a CI for AWS Route 53 (or) Public DNS and relating it to the objects discovered in AWS so that the dependencies exist? Would the relationship be created at the higher level (AWS Data Center) or should it be created on the DNS CIs?

AWS Route 53 is discovered using pattern- Amazon AWS Route53.
I dont have env to test but as per pattern it creates 1 relationship as
cmdb_ci_dns_name--used by:uses-- cmdb_ci_dns_alias
