You can try "Identification Simulation" to analyze the error in payload.

Take input payload of "Horizontal Pattern Probe" from ECC Queue and use simulator to parse the payload, it should give some pointers why its failing.

https://docs.servicenow.com/en-US/bundle/sandiego-servicenow-platform/page/product/configuration-management/concept/identification-simulation.html

  1. Navigate to All > Configuration > Identification/Reconciliation, and click Identification Simulation.
  2. (Optional) To run a simulation of an existing payload:
    1. Click Start in the Start with Existing Payload tile.
    2. On the Insert JSON Payload page, select the Data source that is associated with this class update.
    3. (Optional) Select Use Enhanced Identification to apply the identifyCIEnhanced API for enhanced CI identification, instead of using the identifyCI API.
    4. Paste the JSON payload into the empty canvas.

I have this exact error with some Cisco switches, currently have a HI ticket open as the identification section isn't returning errors when running the simulator. The instance I have the issue on has a heavily customised CMDB, so I'm looking at what there might be preventing the pattern from completing. If I get anywhere with the HI ticket, I'll post the solution.
