IRE Rules not working properly

My IRE rules are not working properly post sync with BMC Helix Discovery. Duplicate records are getting created in servicenow cmdb. Have followed OOB IRE rules. How to stop from creating duplicate records using IRE? please advise.

It Means Data going into IRE has some Key Attribute value changed and its not picked for Update.

Check for data of Duplicates which key is not matching causing DUPS creation.
