what are the reasons ci operational status is in the unknown and non-operational state? what could be the Reasons?

Hi Venu,
This is more of a Process setup in your Organization kind of a question not a technical !! you can ask this to Configuration Management Process team of your Company.
As per my understanding in discovery whether you have marked CI as retired or Non-operational if those CI's are still present in network and configured in network whenever discovery will run they will be discovered and updated in CMDB.
And if you want to test your above mentioned scenario, you may have to temporary remove those CI's which you have marked as retired from your network.
You can configure a daily scheduled script to monitor most recent discovery timestamp.
If it's not discovered within your timestamp, you can update operational status.
If you want to change the Status , you can follow either of these threads :
