Does anyone know what the field Impacted services [impact_services] on Alerts is for and how it is populated?

I'm jumping in here, because it appears you haven't gotten a response to this yet.
As you're asking more specific information, I have to also get more specific.
I believe the table you're referring to is em_alert (Alert). But if that's not right, let me know.
The impact_services column on that table is just a String, 40 characters in length.
As such, it can be populated however you'd like, I don't see anything that is auto-populating it.
On an Incident, Problem, or Change there is a Related List that can be added called "Impacted Services" (task_cmdb_ci_service), which can be auto-populated with Business Services (or Service Offerings) that are impacted based on the Configuration Item selected on the Form.
So, the answer to your question is: No, it will not be auto-populated with anything (and as such I believe it is not on the form by default).
