whenever we change the state from scheduled to implement at that time actual start date and end date should be auto-populate.

You will need to alter "ChangeRequestStateModelSNC_normal" to modify the OOB behavior

Did you check how the dates are being set?

Check BRs : Change Model: Set work start & Change Model: Set work end
