Is it possible to prevent the user from being able to re-analyze a problem when it has been closed for more than 7 days?

Hi, there would be a number of ways to achieve this and the best solution will depend on a combination of your operational processes and your approach to technical debt. If you review the Re-Analyze UI action you should be able to replace or update the scripted check that it makes before reopening the record.
