All customers in the watchlist are not getting notification even after added watchlist.

Hi Everyone,

I have a requirement, There are customers related to one specific group (Let's say ABC). When that specific group(ABC) is added to the incident.
- All the customers in that specific group is added to watchlist through business rule. In "Who will receive"  section - Users/Groups in field - I have added Watchlist. 

NOTE: Customer is a custom table here. It doesn't contain all the features as User table.

- One notification should be triggered and for all the customers notification should be sent. But only few are getting emails but not to everyone in the watchlist even though the active status of customers is True. 

Can anyone help me with this issue.
