I have been searching around the forum and documentation, and I can only find that an admin role is necessary for user administration. My company is looking assign all user management administration to one area, and also no one else should be able to interact with anything related to the user administration.
Is this possible? Is it possible to manage 99% of ServiceNow without admin users, and separate user administration from everything else?

Hello,
User administration can be managed with 'user_admin' role and there are several process which only admin can access so in short you can easily manage only production instance without many admin users but generally admins are responsible for Configuration level management and not Data level management, for data level management you can usually leverage other roles but for configuration you cannot 100% manage without Admin role.
