Attachment mandatory script in UI policy.

I need help on coding part.....

i need script for attachment mandatory through UI Policy for my custom application when user raise a ticket for servicenow Quebec release.

go to form layout and put isolate script in form,

and make it false,

There is a field called isolate script take it to the form using form layout then make it inactive.
