To anyone who has implemented blackout schedules in their company, how have you setup the process around it? Who requests, approves, and creates it?
Our dilemma is that we cannot just give the itil_admin or admin (which is required to be able to create a blackout schedule) to anyone, but we cannot implement the process wherein our ServiceNow admins will be responsible of creating blackout schedules as it is not part of their scope.
One idea we have is to automate the creation of blackout schedules thru a catalog item. Would this be feasible?

The automatic creation of blackout schedules require some efforts. You can use record producers to create blackout schedules by mapping the table
Even though it comes with approval and notification benefits.
Create an ACL and give that permission to only specific admins.
With strict audit and review process from Process owners, Change managers and other key members, blackout schedules can be created.

There is a role called schedule_admin that we use and give to our change managers to be able to manage blackout and maintenance schedules.
