Can we use ServiceNow just for Documentation?

We have a requirement where users which belongs to our company wants to use ServiceNow just for populating their other applications documentations and wants to use ServiceNow as documentation platform, is it recommended to give them the article write/read privileges and allow them to use ServiceNow just for the documentation?
If it is recommended, does it require a separate knowledge base license costing? how many articles are by default allowed without cost?
If possible, the advantages and disadvantages listing would be really helpful.

You may want to take a look at Document Management rather then just using Knowledge Bases. For any licensing costs you should speak with your ServiceNow Account Rep.
