Cannot add new Topic to Setup Topics

I am created a new Topic under Conversational Interfaces > Virtual agent > Designer
I tried using a Duplicate from an existing model and I also created a new one from scratch, but I have the same issue for both. After I created the Topic and published it, I cannot add it to the Topics list because the fields is grayed out.
I went to Conversational Interfaces > Virtual agent>Designer > Custom Greeting and Setup and I selected the Setup Topics tab, click on Add topic and the below is what I get. The files are grayed out and I cannot browse for my newly created topic
I tried Promoted Topics too and the Topic does not show as it was created under the Setup Topics type.
I have all the required roles and I looked around on the web and found nothing. Can someone advise on this please?
I have bot admin and virtual_agent_admin roles. I tested on a a Dev and Test instance. I was not able to test on PDI because of missing plugins

Yes, I am. I started looking at Read only ACL, but I could not figure out where that ACL would be.
So, I created new "Custom Experience" and I am able to add the topic in it, but I also had to go to the Topics Setup Type table to create a new type and even after I did all that, the Topic is not triggered when I test it.
Any clues?

can you please suggest how did you create "Custom experience"
Please share me the screen shots or the path ?
