Created New Service portal and i want to land the users "Dept=Network" only into that portal.

please help me out how to configure the portal.

Ok, then create user criteria and give department name no, should be simple thing to do

I am not able to see the Roles option in the form.

After the Draft i am able to see the Roles option but once i open the page it is hiding.

Please help me the reason.

There must be client script which is hiding this, having said that you can do this with user criteria as well and add that in 'Can view' tab. it is simple no why don't you try ?
