How to create a Announcements once the user is enter into the portal.

Please help me out how to configure this type of critical announcements in new service portal.

help me out with the steps.

You can directly create an announcement from announcement module (Service Portal->Announcements) Under portals tab you have to add portals on which the announcement should be visibile for particular timespan. i.e. From and To dates. Title, summary and Glyph will be visible on portal/widget.
