How to get all users in a variable for non admins

I have a requirement to make all users( active and non active users) to be populated in a variable(for a specific catalog item).
As of now there is one OOB Business rule running and blocking non admin users to not select inactive user.
is there a Bypass or fix that can be done to get
all users(active and inactive) for a particular variable (variable name -user) in a specific catalog item( item name -Microsoft outlook)

yes this is OOTB limitation.
this link has workaround from Brad, but remember you will have to edit the OOTB Query BR on sys_user for this
How to make inactive user visible for non-itil users.

Hi Ankur,
Unfortunately this is not working for me, It is giving all users for variables in different item as well.
I need all users to be visible only for a specific variable in a specific item
