How to insert Hyperlink into Resolution notes under Incident Form

Hi, knowing that Additional comments & Worknotes are support HTML to insert Hyperlink but how about Resolution Notes/Closed notes add hyperlink, possible? and How?

Would it be safe to change the close_notes type to "HTML" in the dictionary? That would allow format editing and adding links
