Inbound email flow trigger condition not working

Hello Everyone,

We have a Inbound email flow to create an incident, I have given below trigger conditions(please check attached snaps). 

Even if the the conditions evaluate to false, still the flow is moving forward to Actions section. Is this the expected behavior or am I missing anything.

Are you using create incident action?

Trigger conditions are not working, so I have added flow logic to check conditions, it worked.
