Incident Communications Task - 'Send Updates' Link

On the Incident Communications Task form the 'Send Updates' UI action has a condition on it of 'new sn_comm_management.CommunicationManagementUtil().canSendUpdates(current)' .  In laymen's terms what is this wanting in order to evaluate to 'True' and show the related link?

It's looking for a Communication task, with a Communication Channel (default is email but with notify you can have SMS too). The task communication frequency can be set to one-time or recurring with a duration between communications

I'm using the default settings that create Communication Tasks out of the box.
