Is there a way to send a communication email to all end users allowed to create incidents on ServiceNow?

There are 2 things in our question, mate. Communication email and create Incidents.
Do you want to send email to all user when incident get created?
For this , need more details.
Or
You want user can send email to SN and incident get created.
For this case, use Inbound email action.
