There is an out of the box way to accomplish something like this using the Request For variable, added directly to the item (not inside of a MRVS).
Add the variable to the catalog item as a type of Requested For.
In the Type Specification of the variable, check the box for "enable also request for".
You may also need to change the Access Type of your item to be "delegated".
When you load the form you will see the Requested For variable will have a new button next to it for multiple users. Click it to select multiple additional users.
When you submit the request, a RITM will be created for each user that you selected.
I hope this helps!

On the RITM form you may be displaying Request.Requested for and not the actual Requested For on the table itself - I believe that is the OOB layout.
See if you can add it to the form layout -
The new variable type only sets the value for the field on the RITM, not the REQ which is what I believe you are seeing.
I hope this helps!
